Many Venango County residents were left in the dark as they prepared for work and school on Wednesday morning.
The lights went out at about 6,000 homes and businesses shortly after 6:30 AM. By mid-morning, power was restored in most areas.
Penelec officials reportedly responded to a report of a small explosion at their substation at the intersection of Route 8 and Front Street in Sugarcreek Borough. That is where the problem is believed to have originated.
The outage affected much of Franklin where, by 7:00 AM, City Police officials were directing traffic where signals were out at many intersections. But, scattered power outages were also reported in Oil City, Cranberry and in places as far away as Frenchcreek and Jackson Townships.
