Utica Man Faces Charges Of Assault, Resisting Arrest And Public Intoxication

Oil City Police, responding to what was believed to be a medical call, say they arrested and charged a Utica man who was lying on a street early Saturday morning.

The responding officers say the man then assaulted them after they arrived on the scene.

Police responded shortly after 3:30 AM Saturday, and say they had to subdue 21 year-old Jacob Downing, who they said had been lying on the street, but who allegedly became physical when they arrived.

Officers say Downing was charged with aggravated assault, resisting arrest and public intoxication.  After his arraignment, Downing was placed in the Venango County Jail with bail set at $40,000.
