Two Arrested In Probe Into 2 Year-Old’s Injuries

Local law enforcement authorities say two people have now been arrested in the Oil City investigation into injuries sustained by a girl who has not yet observed her second birthday.

Oil City Police have arrested 27 year-old Royez Ludy, a Detroit man now living in Oil City, and 29 year-old Elaine Strain, of Oil City.  Ludy is accused of inflicting physical injuries, including head and face injuries on a 23 month-old girl.  The toddler has required treatment and observation in a Pittsburgh hospital.

Strain is accused of failing to act promptly to have the child treated.  Police say Strain knew of the abuse the child received.

Ludy is charged with the endangerment of a child by a guardian, simple assault and reckless endangerment.  He was placed in the Venango County Jail on $50,000 bail.
