New Charges Filed Against Second Man Suspected In Brookville Woman’s Death Case

Officials say new charges have been filed against the second man implicated in connection with the death of a Brookville woman whose body was found in her car in the Fisher area last month.

State Police say they have charged 31 year-old Joel Stark, from Rimersburg,  with conspiracy, the abuse of a corpse and the criminal use of a communications device.  Stark allegedly has told investigators that 19 year-old Devon Knapp was given an injection of heroin at his home, that she later died, and that he observed another man drive her body from Rimersburg to Fisher and arrange it to look like the woman had died alone in her car.

Earlier this week, State Police charged a Kittanning man, 29 year-old Shawn Carr, with third-degree murder, involuntary manslaughter and other counts.  Investigators have accused Carr of administering the fatal dosage of heroin, transporting the body, placing the body in the driver’s seat of Knapp’s vehicle, and putting a syringe in her lap.

At the time of Carr’s arraignment, troopers also said that they had arrested Carr at the Armstrong County Jail where he was being held in connection with another case, and that Stark had been arrested on a parole detainer and outstanding warrants
