Judge To Rule On Additional Charges Against Beating Death Defendants

April 16, 2018

Venango County President Judge Oliver Lobaugh will rule this week on a defense motion against a request by the prosecution for extra time to file additional charges against the two defendants charged in the October beating death of a Franklin woman whose body was then set on fire.

The new charges would apparently be connected to kidnapping allegations and alleged drug transactions.  The defense has claimed the new charges against 29 year-old Richard Kennedy, from Vandergrift, and 33 year-old Amanda Cypher, from Franklin, should have been filed earlier, and the prosecution has cited new evidence has been unveiled based, in part, on the results of laboratory reports received over the winter.

Kennedy and Cypher are charged in the October 27th death of 25 year-old Tausha Baker.  Early evidence led to the theory that Baker had been killed at a residence on New Street in Franklin, and that her body had been transported to Waterworks Road and set on fire.

Reports now indicate that Baker may have been alive when she was taken to the Waterworks Road area, and that it was there that she was bludgeoned and stabbed until she died, and then was set ablaze.
