Franklin Man Pleads Guilty In Assault On A Woman In A Bar Parking Lot

A Franklin man accused of physically assaulting a woman in the parking lot of a Franklin bar last summer has entered a plea of guilty to a charge of simple assault in Venango County Court.

In a plea bargain, charges of aggravated assault and harassment against 28 year-old Terrence Loggins were withdrawn.

Loggins had been accused of attacking a woman in the parking lot of a Third Ward bar late one weekend night in July, 2013.  He also was accused the same weekend of participating in an attack against another woman in the parking lot of a convenience store on Oil City’s North Side.  Loggins’ wife, 29 year-old Virginia Umstead, was accused in that case of slamming a woman’s head into a store window frame after Loggins had allegedly threatened to strike the woman with the van he was driving.

In the Oil City case, Loggins had entered pleas of not guilty to charges  of reckless endangerment and harassment.

Police officials say Loggins fled to Detroit, and was eventually apprehended by police authorities in that city.  Umstead turned herself in to Oil City Police.  In the interim, both Loggins and Umstead were twice the subjects of bulletins issued by Venango County Crimestoppers.
