A Knox man, who until December had been in charge of the Venango County Court Supervision house arrest monitoring program, has been charged with rape, bribery in official matters and other charges in a case in which he is accused of demanding sex from female offenders in exchange for promises to ignore positive tests for banned substances.
39 year-old Mark Taylor is also charged with official oppression, institutional sexual assault and solicitation to commit rape.
Oil City Police began the investigation last December, reportedly beginning with information supplied by Court Supervision director Robert Daugherty. Taylor was arrested Tuesday in Knox by State Police from the Clarion station, and was turned over to Venango County officials for his arraignment in Franklin.
Taylor reportedly posted bond, set at $40,000. He faces a preliminary hearing next Wednesday, September 11.
