Franklin City Council on Monday unanimously passed a preliminary draft of a 2014 city budget that would contain no real estate tax hike.

The general fund budget is initially set at $5.01 million, with the sewer fund budget at nearly $2.5 million.  Council will need to deal with an anticipated $692,000 in additional expenditures.

Council Monday also renewed the city’s per capita and personal income tax rates.
