Another Grand Jury Recommends The Pennsylvania State Police Not Conduct Its Own Probes Into Shootings By Its Troopers

A grand jury has recommended that the Pennsylvania State Police stop conducting its own investigations into shootings by its own troopers.

Specifically, they have asked that the Governor enforce a policy to allow independent investigations into such incidents.

The grand jury’s recommendations are non-binding to the State Police, and the PSP ignored similar recommendations made by another grand jury in 2014.

This grand jury was requested by the Northampton County District Attorney following the fatal shooting by state troopers in May of a man who was attempting to light a fireworks explosive device that was stretched around his neck.  Although they said they believed the troopers being investigated were “given special treatment by the investigating team,” and found the cameras in the troopers’ cruisers were not working, they eventually concluded the shooting was justified, only to be asked to continue investigating the procedures used in probes of shootings by troopers.

A State Police statement maintains all PSP investigations are fair, impartial and transparent.
